Probably merits a separate thread, but IMO, the US DoD needs to reorient itself around the following ideas...
1) Immediate and Severe Global BRAC - re-evaluate our unnecessary and bloated military footprint globally. Utilize local joint allied facilities where available, operate in contested areas without a sense of permanency (we don't need NCO family housing with swimming pools, a Wendy's, and a movie theatre in Bosnia or Iraq), keep only necessary facilities operational that are vital to global strike capability (i.e. Diego Garcia).
2) Reduce the size and scope of the US Army in particular. You only need a large standing ground force for two reasons - territorial land defense or as an occupying force. Since we have zero fears of the former and are not supposed to be engaging in the latter, the Army should be reduced in mission, size, and scope to the smallest branch, mainly comprised of Reservists and National Guard to be called upon in times of serious need.
3) Audit. Every. Program. This in conjunction with curtailing the corporate capture of our military by defense contractors will increase efficiency and reduce waste. Look at recent abject failures like the LCS program and DDX/Zumwalt and massive overruns in systems of questionable long-term merit that we are building 'just because' (Ford CVNs). And stop attributing $8500 coffee makers to funding a black program. Its 2024. Everyone can find out about everything anyway. If we have an Aurora or suborbital kinetic kill platforms, just say that's what the money is for.
