If he someday fails to have the consent of the governed, and insists on holding onto power anyway, then I will call him a dictator, but that's not the case currently.

That seems legit to me.That's because you don't know much about what he has done so far while in office. You don't even have the facts straight. The next election will be held in February 2027. Scheduling the election in two years from now is significant because the opposition party will not be able to gather enough momentum and support to win an election.
He is running the standard Dictator playbook by removing term limits and there is no reason to give him the benefit of the doubt given his record. His record includes: threatening the legislative assembly with the army, harassing journalists (reportedly at least 40 journalists have fled the country), auditing local big businesses who don't agree with him, among other acts.
He has consolidated a lot of power during his time in office and he clearly has no intention on leaving. We can expect him to consolidate even more power in the years to come while also completely neutering the opposition party.
