Well it's true. Windmills require more energy to manufacture, install, tear down and dispose of than they produce in their lifetime. They can never operate at their maximum safe speed, because steady winds always have gusts at higher speed. They can only operate when maximum gusts are below their maximum speed, so the steady winds are always way lower and their energy output is limited.
