Because it's cheaper to enslave them than imprison them. With a 1.8 million judgement anything she makes for the rest of her life in the USA will be garnished by the IRS. Even if a future Democratic admin lets her back in she'll still have to pay. This is probably one of the most effective ways to get her out and keep her out.
That’s just another admission that the United States of America is a broken country with a completely dysfunctional system that needs to be revolutionized, not just overhauled or reformed. When your mechanic tells you that it will be cheaper to replace your car than change a tire, it means either your car is completely worthless and should be abandoned or the tire industry needs to be nationalized.

You’ve proposed the old lawyer/bean counter solution, to just settle out bullshit claims because it’s cheaper than litigation. In the long term it just creates more costs, because all the grifters learn they can get paid just for being a hindrance without any consequence.

It doesn’t sound like this lady is going anywhere soon, and will get free lawyers to tie this up in court. She can always just return with a fake identity to avoid any repercussions. She couldn’t do that in a prison cell. If you want to make an omelette. . .

You make the error of treating these parasites like they’re vested participants in society that can be cajoled by some government judgment because they’re honest stakeholders in the system with something to lose. You don’t fine a bum, or a squatter. You physically rip them off of their ass and throw them off of your property. They don’t understand a bill. They understand a boot.

You're making the flawed assumption that we will be able to keep her out. We have no idea what future American administrations will be like. A $1.8 million judgement, however, is forever, and, anyone who employs her will be forced pay that bill unless she works under the table. Her life in the USA will suck and the odds of her self-deporting and staying out forever are much greater than if we were to merely imprison and deport.

Imprison and deport = she comes back as a hero with next Dem admin.
Enslave and deport = she's a debt slave even if she returns with the Dems.

Obviously if we had a perfect country she'd never be allowed in the first place. But perhaps you've noticed, this is far from a perfect country and we are packed with traitors or foolish voters.
 
It's a tough battle. When he ran against Hillary, while I dont wanna exaggerate, more than 90% of government workers voted against Trump, from survey data, not an actual head count.

It was mentioned elsewhere Trump caved in on affordable housing. When they got Obama into the WH, Democrats proceeded to try to further overrule local zoning laws with federal regulations, even the dems in my town got scared of what their people were up to, Fair Housing on Steroids, and Trump did away with it, but they then brought it back with Biden.

This week he announced an executive order making changes to the Affirmatively Furthering Fair Housing rule (AFFH), an Obama-era requirement that localities take steps to combat housing discrimination in their communities. In isolation, it could be argued that the AFFH was unwieldy, unnecessarily intrusive, and in need of reform, but the administration’s actions appear to be part of a larger campaign by Trump and his supporters to block zoning reform that would make affordable housing more widely available in affluent communities. As Trump himself tweeted about his actions, “I am happy to inform all of the people living their Suburban Lifestyle Dream that you will no longer be bothered or financially hurt by having low income housing built in your neighborhood.”
