I have also read recently many prisoners are potentially being let out early due to overcrowding in prisons, so either way the excuse of building more super prisons seems "logical"
This might be a bit of a stretch but now here we are with the riots, extreme social media free speech laws and increasing surveillance state it's not hard to imagine preparation from the elite.
Walking into a trap in some sense, though I don't blame the protesters.

I honestly have no idea.
