Everything else in your post is correct, but IMO it is because of Iraq (and to a lesser extent A-stan) that the Maduro mission was possible.
Saddam went to ground and they had to track him down; the man-hunting, Intel & network tracing skills honed over the past couple of decades is what made this type of raid & subsequent result possible.

These tankers tried to break out of the blockade with numbers, but it's not just on the govt of Venezuela. It's on the owners of the tankers. They have chosen to play this game and play keep away in the Atlantic with empty tanks. This doesn't seem like a way to make money. Maybe Venezuela paid them to play chicken with armed US ships?

The US should handle this in such a way that the companies owning the ships decide that it wasn't worth playing this game.

It seems that most of these tankers are loaded - both M Sophia and Olina sure were. The rest could have acted as decoys on the behalf of their owners.

I think, that's the reason why they pursued Bella1/Marinera all across the Atlantic - to send a message. That group of 16 tankers made the run before she was captured, so they didn't know any better. But from now on, everyone will know.
