No B.S., one big skillset learned from Viet Nam was running COIN very effectively on a tactical level. US forces used relatively low-tech solutions like O-2 Bird Dogs, O-2S Skymaster, OV-10s, and OV-1s to spot can call in suppressive fire from orbiting rotary wing or A-1 Skyraiders and obliterated NVA and VC forces like no-one's business. Its Viet Nam where we honed littoral combat skills, used riverine craft, fire and flamethowers, napalm, etc. Its where we developed the Cone of Death that evolved into the Spectre gunship.
We have modern analogues to these assets today - light jet and turboprop COIN aircraft, incredible ELINT technology, and now add real-time overwatch with loitering drones and UAVs to the mix and we can plink cartels from the comfort of an air conditioned CONEX box in Nevada.
Its refreshing to think about all our capabilities being brought to bear to net real results that will positively effect US sovereignty for once.
A two-prong approach to wiping out the cartels within two years:
1. Without any notice to the cartels, legalize all drugs thus instantly making large stashes and production facilities of their illicet drugs practically worthless. Alcohol kills 200K Americans each year and tobacco kills 500K each year, all other "illegal" drugs kill only 100K. We need "equality" amongst all inebriants. If people want to destroy their lives and/or kill themselves, let them kill themselves however they choose. Just apply the same laws of manufacturing, distribution, and use to cocaine, heroin, marijuana, and psychedelics as we do for alcohol and tobacco... Get caught driving inebriated on anything, lose your license, go to jail, and pay a 20K fine. Get caught manufacturing and distributing drugs without the proper licenses and permits, go to jail, and pay a 20K fine per infraction.
2. Simultaneously launch hundreds of unannounced Seal Team 6 Bin Laden style black-ops raids and hits on cartel members, but instead of burying their bodies at sea, cut their heads off and hang them from bridges throughout Mexico (one good turn deserves another). Fight fire with fire. When the US military is accused of conducting said raids the US government denys all involvement and blames the border incursions on Israel.
This must be primarily a boots on the ground operation (although drones can definitely help). Black-ops special forces teams of 40+ men each with battle ship and aircraft carrier naval support off the coast of Mexico. When the media says, "But we see two US warships off the coast of Mexico," the official reply is "We don't have any ships off the coast of Mexico."

You need host nationals who are actively participating in their own recovery and boots on the ground for a long term foothold. But not sure how much appetite there is for that.

Nothing short of total war to the last cartel member will stop them. They are too dangerous, demonic, and savage to be left alive. Beheading doesn't even appease them anymore. They get their inspiration directly from their satanic aztec deities because they routinely do filmed murder sessions of dismembering people alive, removing their heart while they're alive and conscious, usually cutting into their chest, degloving entire heads with the precision of a taxidermist (before they're dead too), and various other tortures like gouging out eyes cutting off tongues, disembowelment, and then treat the body parts like dog toys and soccer balls, sometimes throwing them around, sometimes dumping them in an oil can that's on fire or filled with acid. I don't need to go on with what else they do, but satan rubs his hands with glee every day with their actions.
They make degenerate gore a spectacle. They're very creative with their punishments on one another or anyone who happens to fall in their grasp. That is why they must be completely annihilated and some kind of Catholic inquisition needs to return to Mexico and put the fear of God into these heathens once more.
They will certainly not hold back against their depravities on American soldiers and citizens, and it's not as simple as going back to the "Medellin" days where it was one central cartel in an orderly hierarchical chain, the problem on the American homefront with the politicians who enable this profiteering and bloodletting and mass murder need to be hanged immediately. There are deeper elements too involving the MIC and intelligence agencies that purposefully allow this aztec subhuman behavior to flourish, that needs to be rooted out as well.

A lot of young guys are signing up right now just so they can kick some Mexican ass. Not exaggerating, a lot of Southern folk seriously dislike Mexico and hate their cartels. Mexico is almost universally hated in South America.
