Depends who we're killing. Specialists such as chemists, logisticians, bankers, etc. won't be that easy to replace, especially when the job comes with a risk of catching a hellfire missile.

Next the Cartels smuggle the dope over the border, meanwhile deeply corrupted and infiltration prone US agencies either turn a blind eye or actively cooperate.

The Mexican cartel apparently consists of 175 000 people. That renders them difficult to control. The military still has to decode all their communication, find out about of all the supply chains etc. It's not easy to pull off.
To me the question isn't whether it can done, but rather what can they do to minimize casualties of their own? Rely primarily on drone strikes?
Maybe a small army of these? T-1000's or T-D0G3's shouldnt differ in their effectiveness.
