Japanese girls are pretty cute so I am not surprised the demand is there. The other thing is that on top of official prostitutes Japan has a huge sugar baby culture. Many office worker women in their 20s are dating middle aged managers and high earning salary men in their office and receive a monthly allowance, vacations, gifts, etc from the men.
Yes, it's really sad to hear.
Maybe someone like @Laner could shed light on this, maybe it's just not the most savvy parts of Tokyo.

This first video above is very misleading....more than half of those girls are just dressed in modern styles including "Otaku" or "Harajuku" and are not street prostitutes.

There's a very Japanese tendency to commoditize these sort of emotions and ideas that are see as something that can't have a price assigned. Besides the prosecution you also have lots of men spending money on these Japanese pop idol groups via doing thing like buying hundreds of copies of a CD in the hopes of drawing a ticket that allows them to stand in front of their favorite performer for 3 seconds and shake her hand. These guys will also buy all her photobooks, show up to concerts dressed in her member color, participate in campaigns to make sure she gets as much screen time as possible - basically mega simp behavior but directed to a girl that doesn't even know he exists.

The funny thing is that even the prostitutes in Japan look modest by western standards.

My local batting cage is in Kabukicho and Okubo park has been a place for hookers for a long time. What has changed recently is the astronomical numbers of foreigners who are in Tokyo right now. Foreigners can't use regular Japanese brothels, so a bunch of girls from poor SEA countries were brought in, dressed in over the top Japanese cultural gear and sold to horny foreigners. Some are certainly Japanese, and some are certainly under age and most likely runaways. I see outreach groups in Kabukicho that deal with this segment of society specifically, which I think it pretty important. But as far as horny Indian dudes perving on the Okubo girls, those guys are not going to get a Japanese hooker ever, and since there are so many Indians now the local Yaks in Kabukicho are going to find a way to service their insatiable needs.
Is that a real thing in Japan in that video where women are saying if their boyfriend has dinner with another woman its cheating (if its not disclosed) but if he visits a prostitute that is not considered cheating? Or was it just heavy editing of the video to mostly choose women who conformed to that viewpoint to make an interesting video.
Keep in mind there are no Christian values especially in regards of relationships which built Japan, its alien to them. To them sex =/= love.
There are certain things that Japanese put above sex with a hooker in regards to importance. The main one is peace in the home. I know divorced couples, but it's most often in extreme circumstances with no other options. For the most part, Japanese tend to stay together if they have a family. So if the wife stops putting out, the husband might just spend a couple hours a month at the brothel. If he comes home happy, then the wife will often just let it slide. This happens to a lesser extent with mistresses though. It's also not unusual, and many young girls strolling around Minato have a married sponsor or two (or three, or four). This is absolutely seen as cheating, but again some families choose to stay together rather than make a few dinners and dalliances a month into a home wrecking issue.
There was a Polish missionary working there since 1937, I saw him say it was very nice that people go to Africa, but why was Japan not on their radar to the same degree.

Worked in a Salesian school. One time after graduation he burned down all of the school disciplinary records- in a gesture of symbolic separation, and moving on from past mistakes- in the presence of all graduates standing around the fire in the courtyard, some of whom went on to join the Yakuza and were grateful to him to the end, for everything. Personally I believe any bachelor tax should really only be a bachelorette tax. Childless women should be taxed but not childless men. The reason marriages are not occurring is because women on average don't want to get married young. If women wanted to get married between the age of 18 - 25 they would have no shortage of men wanting to marry them. So the problem is largely caused by females hence they should pay the tax.

- Women go and pay predatory male entertainers for companionship.
- Are an American colony, nobody speaks English.
- Central Bank does everything in it's power to cause inflation, fails miserably.
- Brown people are miserable there because the locals are so unfriendly.
- Young guys are asexual, old guys are PDFs.
- Going extinct, nobody cares.
