I don't endorse the part about karma, which is probably some leftover WW2 grudge from Japan's neighbors, but that stat is stunning, not the sign of a healthy society.
Prostitution is totally normal there. Not looked down on or even seen as all that immoral. It's part of culture and is seen as stress relief similarly to drinking for married working men.

This first video above is very misleading....more than half of those girls are just dressed in modern styles including "Otaku" or "Harajuku" and are not street prostitutes.

What has changed recently is the astronomical numbers of foreigners who are in Tokyo right now. Foreigners can't use regular Japanese brothels, so a bunch of girls from poor SEA countries were brought in, dressed in over the top Japanese cultural gear and sold to horny foreigners. Some are certainly Japanese, and some are certainly under age and most likely runaways. I see outreach groups in Kabukicho that deal with this segment of society specifically, which I think it pretty important. But as far as horny Indian dudes perving on the Okubo girls, those guys are not going to get a Japanese hooker ever, and since there are so many Indians now the local Yaks in Kabukicho are going to find a way to service their insatiable needs.
Keep in mind there are no Christian values especially in regards of relationships which built Japan, its alien to them. That would work.Personally I believe any bachelor tax should really only be a bachelorette tax. Childless women should be taxed but not childless men. The reason marriages are not occurring is because women on average don't want to get married young. If women wanted to get married between the age of 18 - 25 they would have no shortage of men wanting to marry them. So the problem is largely caused by females hence they should pay the tax.
