Some were specifically Catholic, yes, and as recently as the 1990s. The biggest wave was during the “Baby Scoop Era” of the 1960/1970s, which I already linked previously.

Looks like this 'baby scoop era' coincides with the period when single motherhood was stigmatized. Many families did not want the dishonor after their teenage daughter announced a pregnancy so the kid's trouble starts right there, it's the irresponsibility of the mother, tough luck, you'll pay for her mistake, Catholic charities were one of the ways to remedy such an unfortunate situation.
It's the same with rehab facilities which can be blamed for different things too, but the problems originate with the junkies themselves, likewise, normal people don't have children out of wedlock and love the ones they bring into the world, there's no risk of being scooped away for such kids.

Trust governs human interactions, when people take in a kid when the adoption case is closed a leap of faith is made. Does the DCF checks on them periodically- I don't know, the child's fate relies on the vigilance of others in the family, coworkers of the new parents, neighbors and the community. Muslims don't have these problems, family honor dictates they must care for their distant family members, Middle Eastern Christians probably do the same.
The modern day adoption agencies are just as bad. There is no reason for adoption to cost $60,000 (except as an industry for profit, similar to pharma).
I don't know anything about the adoption business, if the adopting couple are willing to pay a lot of money to finalize the process such investment proves they care, giving children away for free is worse, and paying parents for foster care is problematic.
Maybe in the past orphans had to work as farmhands or in factories for the benefit of those who took them in, like Oliver Twist. No adoptive family can be fully vouched for, no one can guarantee that, biological parents can be abusive for that matter. The elderly with no relatives to rely on were also given foster homes in exchange for work in Europe in the 19th century.

The Catholic adoption agencies were not in cahoots with Epstein acting like baby snatchers from a horror movie- as some could walk away with this impression from reading your original comment. So that's why I jumped in.
Anyway, what do you want Russian officials to do? i find this an amusing stance to take, given that these Epstein emails have shown so many involved with him from the United Nations to US politicians and socialites.
They had no reservations about this business, that's what I alluded to. Starting in the 90s apparently, the Russian government participated in the adoption business too, and either considered it safe or didn't care, Putin halted this practice recently only after the public heard some concerning news so American couples can't adopt from there anymore. Their intelligence had to know about Epstein from the start so they didn't think it was a problem, maybe they followed and kept an eye on the children, or were indifferent- one less mouth to feed in Russia, possibly trying to get rid of their difficult kids. Without abortion though nobody would be adopting kids from Russia or anywhere abroad.
People do criticize Christians for this, and I feel rightfully so. The example of St John of Kronstadt and St Olga of Alaska provide a better template for helping people. St John of Shanghai and San Francisco took in orphans under different circumstances as well, which is much different than coercing pregnant women into giving their newborns up for adoption to the highest bidder.
Contrasting long term, large scale group/institutional activities with the actions of select individuals does not do justice to the accused. There have been many but to name a few we have people like Don Bosco or father Lucian Krolikowski who organized the evacuation and care of the surviving Polish orphans whose parents and siblings perished in labor camps located on the hospitable Siberian soil.
