EV charging stations will be installed where/when demand necessitates them. Right now, NEVI stations are being used to fill in perceived gaps in the charging network and intended for drivers engaging in long-distance/cross-country driving using an EV, so the ones built out are in bumfuck off a state road or Interstate co-located at a truck stop like a Flying J.
This is stupid as most EV owners are urban/suburban denizens who have access to an additional car for long-distance traveling. Considering also that EV charging has not received conventional fueling levels of speed, why not co-locate them where people will organically decide to spend 20-40 minutes anyway, such as a restaurant strip, shopping mall/center, grocery store or big box store?
This is really not a hard concept to wrap one's head around. Here in Florida, most Tesla Superchargers are co-located with Wawas which are all relatively new, automobile-friendly (not geared for tractor-trailers), and offer a cafe/food service setting where people are likely to spend additional time anyway.
