As I mentioned, doubt China would take a side given there are significant BRI investments in both countries (i.e. BYD Factory in Thailand and BRI infrastructure projects in Cambodia) and none of these conflicts are 'worker'-led. I think the potential punishments are overkill. He is just a prankster. 2 or 3 years community service would be punishment enough (of course if he re-offended after that then harsher punishments could be considered).

There are riots on the border pitting Thai riot police/ military against Cambodian villagers/ military, the Thai moved into several areas putting up barbed wire demarcations in one case cutting off a Khmer village from Cambodia.
