When I lived in China, as a foreigner there were a lot of difficulties to sending and receiving money, so you would just get a local to do it for you. Then the CCP imposed a $50K USD / year limit on the locals, which resulted in the emergence of money changers who had been working in the black market for a long time that had arisen from the decades of famine, but were now doing it for foreigners.
There are enough "Americans" who are not on benefits to make this rule meaningless and some of them will get a major dopamine hit of righteousness for sticking it to the Nazis by transferring some money to a person in Mogadishu.
This is literally the Jewish business model for the past 3000 years. Give Schlomo in Antwerp 2000 sheckels, and your cousin in NY can pick up 2000 sheckels from Ari in Brooklyn.
Bessent knows this. Just more smoke and mirrors and a bite of red meat for the base. The Somalians aren't smart enough to have planned this, so the actual brains behind the OP will just make a slight adjustment and the money will keep right on flowing.
