The last time I went to that beach about 20 years ago before it looked that bad (which is mostly during Christmas and easter months) you already had to keep an eye on your bags while laying on the beach, I saw it various times where black guys or kids would trying and steal peoples bags while they had their eyes closed, they watch you from a distance and if your car keys inside your bag they know the exact car you arrived in.
