Your comment makes sense at the signal behind the noise.The first thing I thought of with Trump's Panama talk was the Darién Gap, which is notorious for corrupt funneling of migrants towards central America and eventually the border of the US. The point about the canal is probably an underhand way of Trump saying Panama is not pulling their weight in stopping illegal migrants first and foremost.
