Problem with that now is there are plenty of "European" citizens who obviously don't have family roots there... It's just going to be immigration to America, but with an extra step.

Looks like section 1, part c has a loophole embedded in the order. Probably so the great negotiator can force some deals with companies, but one hopes not too many will be able to get through the general 100k rule in order to reduce all of those h1b's that were found to be doing menial jobs any American can do.
