Unfortunately the latter. Conceptually I agree with the premise of incremental progress being a victory. But the reality is that we’re out of time, and incremental progress isn’t actually a victory at all.
It’s sort of like being in the 9th inning, the home team is down by 45 runs, you’ve already got two outs and the last batter has two strikes but manages to foul off a pitch. I guess you could call that an incremental victory.
This appears to me to be a crumb to satisfy the ever so easily appeased base. I would not be surprised to find out in response to this that there are some new nonprofits formed with some very generous and anonymous donors that keep the flow a comin’. And I won’t be surprised to find out out the ultimate source of that money comes from US taxpayers.
I know you think I’m cynical and I understand that, as you’re someone with bountiful optimism. But I’m looking at this as if we’re all employees and the boss has been embezzling money from our retirement funds, and you’re the guy who gets all excited because you got a gift card for your Christmas bonus.

If nothing else, this will lower the cost of living for anyone in the United States. The more Indians that get sent back to India, the cheaper the rent is in the United States. The cheaper the real estate will be to buy a house

You're only thinking about white collar jobs. Sure big tech will either outsource these jobs to India, or find some other loophole. But it will end the Indian takeover of blue collar jobs - truckers, warehouse workers, etc.
