Noem was never right for this position in the first place, at least not the immigration enforcement aspect. Contrast her and Bovino's Shock and Awe tactics with Homan's. I guarantee if Homan were Super Duper Chief Commander At Large or whatever they created for Bovino in the first place, you never would've had these optics issues. Homan is an experienced smooth operator; Noem is a glamour queen. Should've left her in charge of counting FEMA MREs and filming welcome videos for airport checkpoints like the mayor's wife.
At least by firing her laterally into another made-up position of questionable importance, it keeps her in the orbit and on a payroll lest she gets booted out and starts running her mouth - she is, after all, a woman.
