Up to now the FBI, BLM, Department of Agriculture, Department of Defense, and Department of State have either ordered their employees not to respond, or stated that response is voluntary. Note that Trump's picks to run each of those departments/agencies have been confirmed. Additionally, the OPM itself has issued clarification that not responding will not result in termination. Musk himself has walked back the purpose of the email as a "ruse". Trump is allowing Musk to look the fool to diminish his political leverage by pitting Musk/DOGE against his cabinet.

These disgusting chat groups were immediately shut down when @POTUS issued his EO ending the DEI insanity the Biden Admin was obsessed with. Well, DOGE itself doesn't really have the authority to terminate FedGov employees, as they're not an interdepartmental HR agency. They're rebranded United States Digital Service (USDS) - a tech support office, except they no longer deal with technological inefficiencies, but with all inefficiencies. So unless a DOGE auditor is, at the same time, employed in a departmental HR, all they can do is to deliver their findings to the respective depatment's head.

And he doubled down on that today saying Feds would be given a “second chance” which if not taken would lead to termination. Musk effectively runs DOGE as a “special government employee” and has deep connections into the OPM (the agency which sent the email) through his former employee Amy Gleason. That email started nominally as a response to Trump wanting Musk to be “more aggressive”. Now it’s a power play to determine where the center of gravity is within the administration. Do the Trump appointed, senate confirmed, cabinet members run their agencies? Or does DOGE/OPM (Musk) insert itself between the President and the rest of the executive branch?

Trump does whatever he wants, otherwise he will fire them. He has given Elon the green light to clean house, and so other Department heads better cooperate.
 

Director of the DNI Tulsi Gabbard on Jesse Waters says “ 100 people who contributed to NSA chat have been identified & will be terminated & this is just the beginning of cleaning house and routing out the rot . This was an egregious violation of the public trust”

She also appeared to indicate whistleblowers are stepping up who want to do the right thing in rebuilding that trust.
