The technology transfers to China since the 1990s have been widely acknowledged, especially by the Chinese themselves, your implying that this is not a known fact is a strawman. The Chinese traded access to their market for technology transfers.

A point that needs to be made here though is that if India or say the Philippines were used by the banksters to outsource higher end production, it would not have worked due to cultural deficiencies and issues with poor leadership, corruption, lack of cultural pride and cohesion, inefficiency etc.

As well the notion that the Chinese are incapable of innovation is pretty naive, somehow the Japanese, Koreans and Taiwanese innovate, but the mainlanders can't? They have caught up in most industries and advanced technical fields and have been innovating in those fields.
