Maybe not the decline itself (after all they can bring millions of migrants in, to keep the overall number high) but its consequence - accelerating population replacement.
This is true, although in the US it's been paused a bit with Trump. I think we'll begin seeing more pushing of robots/AI/automation as a solution to declining population.
In my mind, it already happened.
