India has the ressources to clean up their cities and move from 19th century infrastructure to 21st, reform their education system, their business laws etc, they're getting passed and left in the dust by countries like Vietnam Laos and Indonesia there, but there is a deep rot in that society, not only does the ruling class hate its people, but every caste kicks down, crabs in the buckets all the way across that society, and there are deep ethno-religious divides on top of that.
The other major impediment is that they've picked up the worst aspects of western democracy, like the inability to build infrastructure and the pre-election populist pandering. This is worse in India than in western democracies because the masses there are even dumber.
