Religion is a required field when signing up so everyone should have one defined. We need to keep this in mind and look at it when approving new members and assign something if needed. I will look at the new user registration workflow to see if it needs to be improved and also look for users without a religion defined and figure out what to do about them.
I'm sorry for this. The entire site permissions needs an overhaul and I have been hesitant to open that can of worms because once I start I have to finish or the site will be broken. So I've been trying to find some time and motivation to sit down and spend an entire day fixing it. It's on my list and I will get to it sooner or later. I don't mean to sound like it isn't important because it is, but just trying to be realistic as I have a full time career, family, church, and other responsibilities. It'll get done, though.
