It's funny to me that so many people actually want to believe that these governments care about them, especially over time when they make it so obvious. See the recent war hero guys from WW2 that were 100 years old; they lived too long sadly to see that all of the stuff they "fight for" is horseshit. At least it made for a good 30-50 more years of their life, which is actually decent. But sad that their friends died so that others could be born into a massive population boom and then fuck it all up. Yes, someone posted on X that a democracy is for the aftermath of a monarch, so that stability will grind, and nothing huge will happen. That also limits change or real progress, and it's exactly what we've seen. We just have a back and forth gargantuan central government that loses its representation, prints money, and tries to peace things together as it gets more and more frozen and overtaxes the people over time, in order to keep up appearances.
It stands to reason therefore that to change and move forward (and yes sometimes it goes backward) you have to go back to something closer to the monarch. That means any change back could only be by a small group of people and their leader (usually a military coup, or the military leader after a civil war, etc).
