Personally, it won't matter as long as there is enough RAM and storage capacity. I always use backmarket.com to buy a used laptop or unlocked GSM phone. I bought a used WIN 10 Thinkpad laptop with 16 GB RAM and 256 GB storage from backmarket.com to install Linux.

Has anyone used old Dell Laptops to turn into new Linux OS machines, if they want a "newer" Windows OS laptop to use for the future?
Yes. I had turned a lot of my old Dell laptops into Debian Linux based on system requirements. Debian doesn't use a lot of RAM.
A used Lenovo Thinkpad. They're cheap, very robust and with 8 gigs of Ram Linux distros whizz along on them. Mine is a X201 and, apart from a disassemble to put new thermal paste on its hot bits, has been rock solid.

Linux Mint. Once you learn your way around it, it's a joy to use. It's the most popular distro for a reason. There are distros that try to mimic the Windows GUI, but why mimic that which is onerous to navigate around? Try Mint, it's really not that difficult to learn.
