The tanks are underground the soil doesn't heat up much, the gas station building is made of highly retardant material.

Lighting a cig at a gas station is dumb because of people pumping gas, not because of the underground tanks. Pumping gas would probably be bad in a widespread inferno too, but it is safer as long as the pumps are all off.
