Probably uneven wear because of misalignment of the suspension, but there is still one - three twelfths of an inch of rubber when a tire is considered worn out and unsafe, which leaves enough for this scam.
This is exactly why I always take cash with me on road trips. You can't hack a piece of paper. If it ain't broken, don't fix it.
Tyres have weight ratings for a reason, when the rubber meets burning hot asphalt thickness matters.
