There are some grey areas with teen couples that are both near the age of consent, but it is always rape for older men to have sex with teens who are not legally of age.
I know some cultures allowed a lower age of consent in the past, but this was for marriage, generally with the father's permission. Our culture does not allow for this. It's clear that teens lack the judgment to consent to sex.
In any case, the Epstein island cases had much older men with younger teens. No consent is possible with this age gap, so it was absolutely rape.
