The first guy is more tan but they both look Russian to me.
This appears to be in Russia based on the language spoken and the sign above the door. It's most likely just two local guys fighting, no obvious immigrants involved. I'm guessing the one guy is speaking English because he's being a drunk idiot.
Edit: found another source. They say it was in Ufa. I really don't think any immigrants are involved here.
