It was serious. The H1B was a mask off event. From what I remember he defended the H1Bs, the replies strongly disapproved and he went nuclear. Everything he does is semi-serious, that’s what makes him so annoying, how he pretends to be troll when he gets bad press.
Same rule applies for House and Senate races, as they're decided (with the exception of Georgia, Mississippi, and Louisiana) by the plurality not the majority of the vote - doesn't matter if the sum of votes received by the 2nd and 3rd placeholders is larger than the votes received by the winner.
